HDB renovation contractor in Singapore, priced line by line

There is no honest single price for a renovation, because the price is the sum of what you have done. So we quote it as a list: each trade on its own line, with its own price, that you can take or leave. RK E&C's own crew does the hacking, toilets, kitchens, plastering, painting, flooring and glass, and every figure on this page comes from a 2026 invoice or quote.

A real HDB renovation: Hougang, $16,800

September 2026, an HDB flat in Hougang with two toilets. The job covered both toilets, the kitchen and every ceiling. This is the invoice, line by line:

LinePrice
Hacking works, including the HDB permit$2,300
Two toilets: supply and install tiles, waterproofing, plumbing, new toilet bowls$6,500
Kitchen: supply and install floor tiles, waterproofing, repair of the wall beside the window$2,600
Kitchen cabinets, top and bottom, with countertop: old ones dismantled, new ones built to the same design$3,700
All ceilings: plaster, then paint with anti-mould paint$1,700
Total$16,800

Two things to take from it. The toilets were the biggest line, at about $3,250 a toilet for tiles, waterproofing, plumbing and a new bowl, and wet areas are where most HDB budgets go. And because every line stands on its own, the owner could have dropped the cabinets or the ceilings without re-quoting the rest. For the trade-by-trade market ranges, see our HDB renovation cost breakdown.

What we do

How a job runs

  1. Free site visit. We measure, look at what is under the tiles where we can, and go through your list.
  2. Itemised quote. One line per trade with its price. Options, such as a frame finish or a smaller scope, are priced side by side so you compare two numbers, not a page of extras.
  3. Permit and schedule. We apply for anything that needs HDB approval and give you a start date and the noisy-work days for your neighbours.
  4. Works. Hacking first, then plumbing and waterproofing, then tiling, carpentry, plaster and paint, in that order.
  5. Handover. Defects checked with you, the site cleared and cleaned, and the balance paid only then.

Payment is a deposit on confirmation and the balance on completion, written into the quote. If the quote has options, the deposit is a percentage so it is fair whichever one you take.

HDB rules to know before you start

Hacking and some other works in an HDB flat need a permit before they start. Work is only allowed within HDB's permitted hours, and noisy work such as hacking and drilling is limited further, so a job that looks like two days of work can run across a week. In a new BTO flat, HDB does not allow the bathroom floor to be hacked in the first three years, to protect the original waterproofing. Our guide to HDB hacking and demolition rules goes through it, and we check your flat's situation at the site visit.

Common questions

How much does an HDB renovation cost?

It depends entirely on what is being done, which is why we quote line by line. A recent HDB job in Hougang that hacked and redid two toilets, retiled the kitchen floor, replaced the kitchen cabinets and replastered and painted every ceiling came to $16,800. A whole-flat replaster and repaint on its own was $6,550 in Choa Chu Kang.

Do you do partial renovations, or only full ones?

Both. Many of our jobs are one or two rooms: a toilet, the kitchen, the ceilings, or a floor. You can take any line of a quote on its own.

Who handles the HDB renovation permit?

We do. Where the work needs an HDB permit, such as hacking, it is included in the quoted price; on the Hougang job the hacking line of $2,300 included the permit.

Do you use sub-contractors?

Our own crew does the work, from hacking to the final clean. You deal with one team and one invoice.

How do payments work?

A deposit on confirmation and the balance on completion, written into the quote. Where a quote has options, the deposit is a percentage so it works whichever option you pick.

Can you renovate a condo as well as an HDB flat?

Yes. Condo work follows the management corporation's renovation rules instead of HDB's, and we work to whichever applies.

Figures are taken from RK E&C invoices and quotes issued between August and October 2026 (Hougang $16,800; Choa Chu Kang $6,550; Serangoon Central quote $4,050 / $2,400; Punggol $630; Tengah glass quote; Geylang $190). Lines marked as quotes were priced but not necessarily carried out. None of this is a quotation for your flat; scope, condition and finishes decide the price, which is confirmed in writing after a site visit.
